Role Purpose

The purpose of the role is to lead the British Council’s work in Higher Education & Science in the specified country.  In some countries this will include a broader remit across Education to include Schools & Youth & Skills as appropriate.

The role will implement our Education strategy that helps British Council to achieve its strategic priorities in that country and also supports the regional/global Education strategy.

The person in this role will ensure we develop, design, deliver and evaluate a highly impactful portfolio of programmes, products and services in Education with a particular focus on Higher Education, all aligned within the global programmes for Higher Education and Science.  They will lead on business development and help to ensure that there is a financial model in place for the Education portfolio. Targets for the relevant KPIs will be set on an annual basis to be met and exceeded.

In some countries this role will focus entirely on Higher Education, depending on the country and market requirements in others it will also work across Schools & Youth & Skills as appropriate and as agreed with regional leads.

Role Context

The British Council’s education work is far-reaching and covers nearly all 110+ countries in which we do business. Our education programmes, which are core to our charitable purpose, are built to give people opportunities, make connections to the UK and ultimately engender trust. The British Council believes that by delivering education programmes that are mutually beneficial to the UK and other countries, we will create more understanding and links between peoples, making a brighter future for all of us.

The role in some instances will lead the education country team working closely with the Country Director, in other countries the role will be the only Cultural Engagement representative in country working closely with a Designated Country Director located in another country. In all instances the role will work closely with the regional Higher Education Head and other regional Education Heads as appropriate. The postholder will act as the voice for Higher Education in the country.  The postholder will also be a member of the regional Education team as well as other relevant country/regional and/or global working groups.

As a Country Education Lead, the postholder will be an active member of the wider country Cultural Engagement team and will be actively looking for ways to work together across Cultural Engagement to align our Higher Education Strategy and collaborate on cross sector programming.

The postholder will support our inclusive organisational culture where staff have opportunities for continuous professional development and are actively contributing to the British Council’s anti-racism action plan and to our aspiration to become anti-racist in our cultures and practices within our organisation and in our programmes.

 

Main Accountabilities

Market building & brand positioning
•    Build and maintain excellent knowledge of the UK and Higher Education sector (and Youth & Skills/Schools as relevant to the country portfolio) in country to enable the development of opportunities and partnerships that will deliver the British Council’s cultural relations and financial sustainability  objectives.
•    Ensure that programme evaluation and insight from the country and the UK is built into programme development and brand positioning.

Relationship, stakeholder and key account management
•    Identify, cultivate and manage strategic alliances with key partners and stakeholders in country to ensure achievement of British Council Education objectives.
•    Build and maintain excellent relationships with internal partners and stakeholders, to champion Higher Education’s strengths while ensuring effective, integrated and joined-up delivery of the country portfolio.
•    Monitor, review and ensure that the Education programme in the country is achieving agreed impact measures, and monitoring, evaluation and learning and reporting is in place against Cultural Engagement’s Strategy 2025 and FCDO key performance indicators.
•    Share key internal and external issues, including risks and insight with the regional Higher Education Head and work to resolve challenges quickly and at the right level.
•    Provide regular reports on the performance of the portfolio at business reviews and other points as required by region and the SBU.

Business Development
•    Supports the development and management of relationships with strategic clients and partners.
•    Applies due diligence requirements to potential partners.
•    Coordinates research in country/regional context such as analysis of client and partner trends and opportunities.
•    Manages network of associate advisors, consultants and partners.
•    Embeds effective processes, standards and tools to support pipeline and consultant and partner relationship management.
•    Manages or supports the development of high-quality bids/ proposals.
•    Participates in contract negotiations with partners and clients, and prepares agreements such as non-disclosure, pre-bid, contract and partner and consultant agreements.
•    Ensures timely reporting and communication on externally funded contracts/grant funded initiatives.
•    Participates in programme and project reviews and closure activities, helping to ensure learning is embedded in the development of new business.

Strategy & planning
•    Where needed further focus and refine the country Higher Education portfolio in line with regional/global HE programmes.
•    Implementation of appropriate and effective Programme Based Planning (PBP)

Leadership & people management
•    Ensure the team works across and with Cultural Engagement colleagues in the region and with the Education team in the UK/globally collaboratively and effectively.  Ensure a spirit of sharing/learning and working collaboratively whether at a country level or as part of the wider regional Cultural     Engagement team.
•    This role will have direct line management duties.  Leadership and people management skills will therefore be a mix of line management, matrix working and influencing.

Role Specific Knowledge and Experience

•    Knowledge of the UK Higher Education sector
•    Ability to demonstrate understanding of trends in Higher Education in the Netherlands and relate them to British Council’s strategic priorities in the region
•    Demonstrate an understanding of trends in Youth & Skills and Schools work also
•    Understanding importance of working with and through other key stakeholders
•    Strong commitment to our organisational values, well-being, Equality, Diversity and Inclusion and Anti-Racism as demonstrated through behaviours and experience in the workplace
Requirements

Must be able to work legally in the Netherlands.

The British Council works with a wide range of external partners and stakeholders in the Netherlands.  Furthermore, our systems and global processes operate in English. Therefore, written and verbal proficiency in English and Dutch (to a C1 level) is required.

Pay band: F (Grade 7)
